An ICV certificate is not a legal requirement for every UAE business. MoIAT states that ICV certification is optional for federal government tenders, but your ICV score is calculated as zero if you do not provide a certificate. If you bid for work with ADNOC, Abu Dhabi government entities or other participants in the National ICV Programme, a zero score puts you at a disadvantage in every evaluation.
This guide assumes you have decided you need one. It covers the order of the steps, who does what, which documents to prepare, what it costs, how long it takes and the 14-month validity rule that catches many companies out. If you first want to understand what ICV is and how scoring works, read our guide to what ICV certification is and why Abu Dhabi contractors need it
MoIAT’s own service description lists the sequence: log in or register on the ministry’s digital platform, apply for the ICV certificate service, select an audit firm, submit your information, pay the audit firm’s fees, go through a field audit and receive the certificate. In practice, the work that happens before and around those steps looks like this: moiat
| Step | What happens | Who does it |
|---|---|---|
| 1 | Get audited financial statements | You and your licensed UAE auditor |
| 2 | Gather source records | You |
| 3 | Register on the MoIAT ICV platform with UAE Pass | You |
| 4 | Complete the MoIAT ICV template | You, or you with a consultant |
| 5 | Choose a certifying body and request quotes | You |
| 6 | Verification audit | The certifying body |
| 7 | Certificate issued | The certifying body, on the platform |
| 8 | Use it in tenders and diarise renewal | You |
The most common confusion in ICV is who is responsible for what. Here is the split:
| Party | Role | You pay them? |
|---|---|---|
| Your licensed auditor | Audits your financial statements under IFRS | Yes, but you need an audit regardless of ICV |
| MoIAT | Runs the National ICV Programme and the platform | Fees are paid to the audit firm according to MoIAT’s service page |
| Certifying body | MoIAT-authorised firm that verifies your figures and issues the certificate | Yes |
| Consultant (optional) | Helps prepare the template, evidence and reconciliation | Yes, if you use one moiat |
Only an authorised certifying body can issue the certificate. A consultant cannot, and neither can your own auditor unless they are also authorised. Check any firm against MoIAT’s current list before engaging them. One source counted 21 authorised certifying bodies at the time of writing, but the list changes. docman
This is the dependency that delays the most applications. MoIAT’s guidelines require statements prepared under IFRS, not older than two years from the certification year. Under the current guidelines, certificates for financial years ending after 31 December 2024 require stand-alone audited statements for the legal entity being certified. Group consolidated accounts alone do not satisfy that. The auditor should be a licensed UAE auditor working to International Standards on Auditing. MOIAT Classification: Internal Ministry of Industry & Advanced Technology +2
The rule is one certificate per legal entity. Each licence counts separately, but branches in the same emirate with identical activities and ownership can share one combined certificate. If you hold both manufacturing and commercial licences, the accounting records must be split between them and a certificate is issued for each licence separately. Settle this before you start the template. gcctenderalertsdeloitte
Companies less than ten months old without audited statements can use management accounts for up to nine months. Anything covering more than nine months needs an audit first. crowe
The certifying body does not accept a figure because you typed it. It checks each figure against your audited statements and source documents such as payroll, WPS records, invoices and asset registers, and may visit your premises. If you cannot evidence a number, expect it to be reduced or rejected.
Have your financial statements audited under IFRS for the most recent financial year. Agree the date the audit will be issued, because as the validity section below explains, that date starts your 14-month clock.
Collect payroll and WPS records with employee nationality, supplier invoices and contracts, your asset register with depreciation, subcontractor agreements and any training or development records for UAE national employees. Do this before you open the template, so you are not hunting for evidence mid-process.
Log in with UAE Pass. If your company has no profile, register it. One guide reports MoIAT approval of company registration within a maximum of three working days. I would treat that as indicative. Start registration early so it never becomes the bottleneck. gaapaudit
Download the current supplier template from the platform and populate it with your spending, payroll and asset data. The figures must reconcile to your audited statements exactly. Most of the score difference between two similar companies comes from how accurately and completely this template is filled in. Misclassified supplier spend, unclaimed UAE assets and undocumented training are the usual losses. docman
On the platform you select the certifying body and request quotations. Compare fees, turnaround times and sector experience. Choose carefully, because MoIAT’s guidelines say you should not change the certifying body for that year’s certificate without proper justification. moiat
Submit the template and supporting documents. The certifying body reviews and tests them against source evidence and may conduct a field audit. Respond to queries quickly, since unanswered queries are the most common cause of avoidable delay at this stage.
When verification is complete the certifying body issues the certificate on the platform. MoIAT’s page states that the document uses UAE Pass eSeal, and a MoIAT blockchain QR code lets anyone validate it. moiat
Upload or reference your certificate in the relevant tender portals and supplier profiles. Put the expiry date in your calendar now, and plan the next audit well before it, as the next sections explain.
MoIAT’s own list of requirements is short: a valid business licence, audited financial statements and other documents depending on company size. The practical file the certifying body will ask for is longer:
| Document | Why it is needed |
|---|---|
| Valid trade licence | Confirms the legal entity and its activities |
| Audited financial statements (IFRS, stand-alone, within two years) | The basis for every figure |
| Completed MoIAT ICV template | The scoring calculation itself |
| Payroll and WPS records with nationality | Supports Emiratisation and employee cost figures |
| Supplier invoices and contracts | Supports local procurement and third-party spend |
| Asset register and depreciation schedule | Supports UAE asset claims |
| Subcontractor agreements | Supports third-party spend in the UAE |
| Training and development records | Supports any development claims |
| Management accounts (new companies only) | Used instead of audited statements for the first nine months |
| Component | Who you pay | Typical cost |
|---|---|---|
| Audited financial statements | Your licensed UAE auditor | Separate from ICV, and required anyway |
| Certifying body verification fee | The certifying body you appoint | Set by each body. One source cites AED 3,000 to AED 10,000 depending on company size. |
| Preparation support (optional) | Emarati Consultancy | Small: AED 2,000 to 3,000. Medium: AED 3,000 to 5,000. Large: from AED 5,000. |
Always request written quotes from more than one certifying body, because fees are set individually and quoted through the platform. Renewal usually costs somewhat less than the first certificate because your records and template are already organised, though the audit itself must be repeated.
| Stage | Typical duration |
|---|---|
| Audited financial statements, if not ready | Depends on your auditor. This is the biggest variable. |
| Platform registration | Up to about three working days |
| Template and evidence preparation | 1 to 2 weeks |
| Certifying body verification | 1 to 3 weeks |
| Certificate issued | Shortly after verification closes |
| Total once audited statements are ready | Typically 2 to 6 weeks |
These are typical ranges, not guarantees. Timing depends on the quality of your records, how quickly you answer verification queries and the certifying body’s workload. If a tender deadline is close, start this process before the tender is announced.
This is the detail most companies get wrong. An ICV certificate is valid for 14 months from the date of issuance of the audited financial statements. It does not run from the date the certificate lands, and validity is counted from when the audited statements were issued, not from the certificate date. deloittegcctenderalerts
Example: your audited statements are issued on 15 March 2026. You complete verification and receive your certificate on 20 May 2026. The certificate still expires on 15 May 2027, not 20 July 2027. The two months of verification time come out of your validity.
Two practical consequences:
Plan backwards. Agree your audit date early, get the next set of statements issued promptly, and begin the template while the old certificate is still live. A gap can leave you with a zero score in the middle of a tender.
No. You can apply directly through the platform and deal with a certifying body yourself. A consultant is worth it when your records are not well organised, you have several licences or branches, or you want the template completed so that every legitimate contribution is correctly claimed. The point is accuracy, not bureaucracy. The certificate itself is always issued by the authorised certifying body, never by a consultant.
At Emarati Consultancy we prepare your template, evidence file and reconciliation, and coordinate with your chosen MoIAT-authorised certifying body through verification. We also manage renewal dates alongside your ISO surveillance audits, so neither lapses.
Procurement teams can validate your certificate directly. It carries a UAE Pass eSeal and a MoIAT blockchain QR code, so a buyer can scan it and confirm it matches MoIAT’s records. This is why submitting a copy of an expired or altered certificate is not worth the risk. If you are also pursuing ADNOC vendor registration, the certificate sits alongside your ISO documents, which is why we manage both together.
Get IFRS audited financial statements, gather your source records, register on the MoIAT ICV platform with UAE Pass, complete the MoIAT template, appoint an authorised certifying body, go through verification and receive your certificate on the platform.
Only a MoIAT-authorised certifying body can issue it. Consultants and your own auditor cannot, unless they are an authorised certifying body. Check the body against MoIAT’s current list before engaging it.
You pay the certifying body, which sets its own fee. One source cites AED 3,000 to AED 10,000 depending on company size. You also need audited financial statements, which are a separate cost. Compare quotes from more than one certifying body.
Typically 2 to 6 weeks once your audited statements are ready. If the audit is not complete, add the time it takes your auditor. Start early if a tender is approaching.
14 months from the date the audited financial statements were issued, not from the certificate date. Plan renewal accordingly.
Yes. Companies less than ten months old without audited statements can use management accounts covering up to nine months. Longer periods require an audit.
A valid trade licence, IFRS audited financial statements, the completed MoIAT template and supporting records such as payroll and WPS data, supplier invoices, asset registers and subcontractor agreements. The certifying body may request more depending on company size.
It is not legally mandatory for every business. But for tenders with participating entities, you receive a zero ICV score without one, which puts you at a disadvantage against certified competitors.
A good ICV certificate is not just a document. It is the result of well-organised records, an accurate template and timing that keeps it live when you need it. We help with all three, and we also tell you honestly if you can do it yourself.
